How/when did you first get involved with the gaming industry?
About two years ago. As with most other people in this industry I just kind of fell into it! I was a writer and I was originally hired just to do content; eventually my role grew and I was promoted to looking after affiliates.
What attracted you to this sector?
Like I said, originally it was just a paying writing job but as my responsibilities grew and I got to know more people in the industry I fell in love with the casual and tight-knit culture that exists in gaming. You make friends easily.
What were you doing prior to the gaming industry?
I was a Barista and a part time Writer – does it get any more cliché than that?
What are you responsible for in your current position?
My day-to-day activities involve just talking to my affiliates. I usually wake up to an inbox full of questions, banner requests, etc. I spend my days making sure everyone is happy and well looked after. I keep strange hours as so many of my affiliates are in different parts of the world but it’s a rewarding job when you know that people appreciate your efforts.
What have been the biggest industry changes you’ve seen in your time?
Probably the recent developments in Nevada and New Jersey surrounding Gaming Legalisation. I’m from Australia so was never very familiar with the whole situation until I started working in the industry – it’s an amazing development.
What are the biggest positive factors for your sector right now?
Our on-going site translations for sure. So right now our gaming brand GR88.com is translated into Russian, Portuguese and Spanish and soon enough we’ll have Farsi and Chinese. I find that incredibly exciting as my affiliate pool grows so too does the range of different cultures and nationalities of people that I am exposed to. It’s a great part of the job.
And what are the negative ones – the obstacles to growth?
Everyone has setbacks and for us I would probably say that growth is the obstacle. When you’re stacked up against the big brands it can be challenging to make a dent in the numbers, to prove that you have something to offer.
Looking at your entire career, what do you think was your smartest move?
My smartest move was learning to educate myself and stay on top of industry developments. I can’t stress this enough: by always being in the know and continuously gaining insight into how everything worked it gave me a leg up and a confidence when making deals or dealing with my affiliates. I don’t think you should ever stop learning.
What about the dumbest one?
Letting people get to me. I am sure every Affiliate Manager in the business has a story or two to tell about an abusive affiliate or an angry client who just wanted to sling some mud. My dumbest move was letting it stick; I would obsess and try and amend it. Eventually I learned that you don’t have to do business with everyone and not everyone is going to like you.
Where do you hope you’ll be, professionally, in ten years’ time?
That’s a tough question. I am actually almost about to complete my Undergraduate Degree in Criminology. I definitely have a few years left in me within Gaming but who knows where I will be in 10 years – hopefully catching serial killers 😉
If you’d never embarked on this career, what other line of work would you have liked to pursue?
Definitely a similar job, like an Account or Community Manager – I like dealing with people directly as I know I can make a difference that way.

On an enticing beachfront cooled by sea breezes, The Grand – Ho Tram Strip delivers as Vietnam’s first integrated resort. Opened last July, the US$500-million (MOP4 billion) hotel tower designed by Paul Steelman has 541 generous five-star rooms and attentive service. The Bluffs, a golf course on sand dunes designed by Greg Norman, presents stunning sea views. VIP areas pamper guests in décor ranging from 1930s Shanghai to modern Japan. From kitchen-cured smoked salmon to thick pork chops from Vietnam’s highlands, its restaurants satisfy.
“Well over 95 percent of every single group we’ve brought in, whether we’ve sold to them or not, talk about how our product is on par or better than most casinos around the world,” The Grand’s president and chief operating officer Michael Santangelo says.
But over 95 percent of Vietnam’s 90 million population is forbidden by the government from playing in The Grand’s casino, though they are free to enjoy other facilities, at room rates from US$138 (MOP1,104). Gaming is only allowed for foreign passport holders, and for a casino resort located more than two hours from an international airport, that creates doubt about current and future prospects.
“It is likely that the property continues to struggle,” Union Gaming Research Macau Ltd managing partner Grant Govertsen says.
“It is challenged from many perspectives, including, but not limited to: the inability to allow locals to gamble; that it is significantly less convenient to access than just about any other regional casino – but especially [those in] Macau; that it is a single casino and doesn’t enjoy the critical mass that draws customers; that the property opened without a traditional database of players from which to market.”
Mr Govertsen, who visited the property last year, adds: “Ho Tram is truly a world-class large integrated resort that physically compares favourably to resorts in Las Vegas and Macau.”
Asian Coast Development (Canada) Ltd owns and operates The Grand through wholly-owned Vietnamese subsidiary Ho Tram Project Co Ltd. Asian Coast Development also serves as master developer for Ho Tram Strip, a site covering 164 hectares along 2.2 kilometres of beachfront about two hours south of Ho Chi Minh City in southern Vietnam. Full build-out of the US$4 billion project will include up to five integrated resorts with a total of 9,000 five-star rooms, 180 tables and 2,000 gaming machines in two casinos.
‘Interesting start’
MGM Resorts International signed to manage The Grand but pulled out in March 2013 as opening awaited government amendments to the project’s investment certificate, essentially its licence. After The Grand received official approval in April, Asian Coast Development placed chief executive Lloyd Nathan on administrative leave, relieving him of all duties. Mr Nathan, a long time MGM Resorts International executive who joined the project in 2010, is suing Asian Coast Development, majority owner Harbinger Capital Partners LLC and minority partner Pinnacle Entertainment Inc, claiming he has been deprived of millions of dollars in incentives.
“We had an interesting start,” Ho Tram Project general director Colin Pine says. “We thought we’d have the MGM distribution and drawing power. That fell apart very close to opening, so we’re still finding our feet.”
As a private company, Asian Coast Development doesn’t publish results. One number it shares is hotel occupancy, 45 percent for the first two months of this year, including the Vietnamese Lunar New Year period known as Tet. Occupancy reaches 90 percent on weekends with about 1,000 guests, and then languishes in the teens on weekdays.
“Weekdays are a challenge at the moment,” The Grand’s vice president for hospitality John Webb admits. Management hopes its fledgling meeting and convention business, and guests lengthening weekend stays will lift occupancy. Mr Webb says 45 percent beats occupancy at Vietnam’s other east coast resorts at a similar juncture.
“There are not a whole lot of casino resorts that can boast the real resort attributes that we have,” he says. “If you took the casino away, you’d have a resort.”
Aim high
On the gaming side, The Grand focuses on high rollers, with 55 of its 90 tables in its VIP area. Play is denominated in U.S. dollars. The property relies on junket promoters that it calls “independent tour operators”, to bring nearly all of its VIP players.
Mr Santangelo says most of these junkets operate at the agent or sub-agent level for Macau promoters. The biggest group of players come from mainland China followed by overseas Vietnamese, either living abroad or returned. Depositing US$5,000 earns VIP status, and the property grants “payment terms” – credit – to vetted players.
Dedicated VIP rooms are assigned to junket operators for Japanese, overseas Vietnamese and Korean punters. The VIP area can change configurations to accommodate casual junkets and The Grand’s direct VIPs, presently less than 10 percent of the roll.
“Our business thesis is that there’s an imbalance between supply and demand in Asia,” Mr Pine says. “For a [junket] without capability to lock into specific rooms in Macau, there is a desire to find luxurious facilities for players who have the capability to play at the mass premium or lower end of the VIP spectrum, and don’t get the level of service they’d want in Macau,” he says. “We can fill a niche here.”
The Grand’s nominal gaming tax rate is 30 percent, but with deductions for promotional expenses, the effective rate falls to below 20 percent overall and to the “low teens” for VIP play, Mr Pine says. Vietnam imposes a 10-percent withholding tax on large winnings, but The Grand has negotiated a “deemed approach”, paying a fraction of a percent on all cash outs in lieu of withholding.
Low taxes facilitate the payment of higher commissions, called “discount on stipulated currency”, to junket operators. Management won’t reveal specific rates but says they’re well above Macau’s 1.25 percent of rolling chip turnover, and “competitive” with other Southeast Asian jurisdictions, which can exceed 1.6 percent.
“This place will never be Macau, but that’s not what we’re trying to be. We’re trying to be a gaming resort where people can enjoy the physical asset and have some places where they can relax,” says Mr Santangelo, a former Las Vegas Sands Corp executive. “That and the fact that we can pay [junkets] a higher discount on stipulated currency,” he adds, with a laugh.
Teeing off players
To build visitor traffic, The Grand is moving on multiple fronts. Recently it opened a sales office in Macau. But management is most excited about the debut of The Bluffs, its golf course, which opened for preview play last month. Management hopes to stage a grand opening later this year. Mr Santangelo expects the course to particularly attract Japanese and Korean players.
“It should have a modestly positive impact and could drive some incremental VIP visitation,” Union Gaming’s Mr Govertsen says of The Bluffs. “However, golf has never been a key driver of VIP play in Asia.”
Road improvements have cut travel time to Ho Tram from downtown Ho Chi Minh City, Vietnam’s commercial capital, to less than two hours. Completion of a new expressway will reduce travel time further.
A proposed new Ho Chi Minh City international airport at Long Thanh is one hour from Ho Tram. Mr Pine is sanguine about that prospect, but the government has yet to make a final decision, and completion would be years away.
A government decree formalising regulation of casinos is likely this year, following last year’s decree on slot clubs. Asian Coast Development has been discussing the regulations with legislators and Ministry of Finance officials. “The decree will be a very positive development,” Mr Pine says, noting that a lack of a robust regulatory framework was among the reasons for MGM Resorts International’s exit. “It will provide clarity and comfort, and it will formalise barriers to entry.”
Before worrying about possible competitors, Asian Coast Development still has four and a half more resorts to build at Ho Tram. Piling for The Grand’s second tower is finished, but no date for further construction has been set. The 559-room tower could be completed in a year.
“We believe the company needs to raise financing for the second tower, and we’re unclear on the status of that raise,” Mr Govertsen says. “Given that locals can’t play, and that the property is therefore forced to be VIP-centric, it might make sense that some VIP operators could kick the tires a bit. But no VIP promoter has transitioned to be an operator of a large-scale integrated resort before.”
Brand name shopping
“We’re considering whether to bring in an external party to help us. You can draw the conclusion that it might be a brand or a business partner,” Mr Pine says, while assuring the tower will be built.
“Any brand will have its brand standards and that will have an impact on certain design aspects. There’s been no decision, and we have done the design work to build the tower according to our vision as the owner-operator. But we want to leave the option open, to not lock ourselves into something that may be problematic in any negotiations.”
U.S. regional gaming operator Pinnacle is slated to develop Ho Tram’s second casino resort by 2017, even though it has written down its entire US$117 million investment in Asian Coast Development. Pinnacle declined to answer questions from Macau Business about Ho Tram, as did Harbinger.
“Ultimately we don’t think any further resorts will be built unless the government makes significant changes to the gaming regulatory structure,” Mr Govertsen says.
“Creating critical mass to generate energy is vital,” Mr Pine says. “The original plan was for five big resorts. Maybe that’s what we’ll do.”
Three of the resorts wouldn’t have casinos, under the current agreement with the government. “But they could have electronic games, as long as they were five star,” he notes.
Mr Pine says he hopes the other resorts would be different from The Grand. “We have the water. We could build a marina, do water sports. There are lots of cool things we can do.”
He believes the government will be flexible about what is developed. “The biggest thing they’ve been consistent about is the level of investment and that tends to be around the US$4-billion mark.”
Mr Pine admires Singapore’s model. “You look at Resorts World Sentosa and you get the sense that the amusement park there does drive a good bit of traffic. We have the ability to do something that is similar.”
“It’ll take a little time, but this place will be incredibly successful,” Mr Santangelo says. “I wouldn’t be here if I didn’t think that would be the case.”

Gambling expo action in the industry is coming very fast these days. As soon as we finished with the Caribbean Gaming Show 2014 in Puerto Rico in March, we find ourselves today, April 24, closing this edition in Bogota during FADJA 2014, a vibrant and very productive Show. And as if this was not sufficient, on May 7 & 8 we will be in Panama for the SAGSE 2014 event.
But we mustn’t grumble, because as the only global gaming magazine that covers all the world gaming expos we just have to continue to bring you everything that happens in the industry, both in these pages and in our sister title, Casino International Americano in Spanish, the language of Cervantes and Gabriel García Márquez, who recently passed away to take his place in Literature’s Olympus but leaves us with a wonderful legacy of some of the finest literature from our beloved Latin America.
On more mundane matters, however, we have a scoop that tells of Colombia’s gaming regulator Coljuegos declaring the winner of the tender for Paramutual Sports Betting, naming the company less fancied in the 2-horse race as the winner. At least that hot gossip item ran like wildfire in Bogota yesterday, April 23, after the first day of FADJA.

CHILE - SCJ announces four casino projects
At the same time that Chile’s regulators, Superintendence of Casinos, announced its selection of the four casino projects that go forward towards obtaining the last casino licence available in Proceso 2014, it also announced that three of these projects are for the city of Chillán – which hosted the last casino – and the remaining project is for the region of Arica. Marina del Sol Chillán S.A. (inversiones Lomas de San Andrés Ltda. - Inversiones Ltda. Valmar - Clairvest Chile Ltda.): A casino with 450 slot machines, 20 gaming tables and 68 bingo places in an integrated resort with a 100 rooms 5-star Hotel, restaurants, bars, cafeterias and lounges, concert halls for events or shows, spa-gym, swimming pool, Convention Centre, Business Centre, Sports Centre, amphitheatre, shops, tourist information, craft centre, kiddies playing area, urban parks, Museum, Planetarium, water park, etc. The project considers the creation of 575 jobs and an investment of US$56.3 million.
Chillán Casino Resort S.A. (Invergaming Chile SpA - Boldt Chile SpA). A casino game with 400 gaming machines, 20 gaming tables, 60 bingo places in an integrated resort with an 86-rooms 5-Star Hotel, restaurants, bars, cafés, lounge, events or shows hall, disco, spa-gym, swimming pools, business centre, sports centre, amphitheatre, tourist information centre, Craft Centre, children’s play area, urban parks, Museum, art gallery, audio-visual room, music room, library, Observatory, etc. The project considers the creation of 346 direct jobs and an investment of US US$54.1 million.
Casino games Chillán S.A. (Claudio Tessada - Jaime Wilhelm). A casino with 500 slot machines, 20 gaming tables and 40 bingo positions in an integrated resort with a 104-rooms 5-star Hotel, restaurants, bars, cafeteria and lounge, events or concert halls, spa-gym, pools, Convention Centre, business centre, Amphitheatre, commercial centre, tourist information, craft centre, Exhibition Centre, kiddies play area, urban park, Museum, theatre, multimedia room, etc. The project considers the creation of 705 direct jobs and an investment of US$87.3 million.

BELIZE - Grand Belize Casino Hotel to open in Santa Elena
The Grand Belize Entertainment Group has been granted a gaming license and secured the location to operate the former Golden Princess Casino in Santa Elena, Belize. Grand Belize Casino Hotel plans to operate approximately 500 slot machines, 20 table games, a brand new 50-room hotel, over 20,000 square feet of events space, and multiple first class food & beverage offerings.
The location where the Grand Belize Casino Hotel is sited sees over one million visitors per year and is known for its popular duty-free shopping.
Michael Glauser, chief operating officer of The Grand Belize Entertainment Group, said, “We are excited to step in and operate in this location. Although there are still plans for a larger casino resort, opening in this current location allows the Grand Belize brand to place a foothold in the market. We look forward to making a positive impact on the local community, as well as Belize as a whole.”

DOMINICAN REPUBLIC – Hard Rock has one of the six best Caribbean casinos
Congratulations to the Hard Rock Punta Cana, one of only six casinos picked by USA Today as the best Caribbean casinos in the article ‘Game on: Caribbean casinos are hot’. The Dominican Republic has the largest number of casinos in the Caribbean and the Seminole Tribe of Florida opened its Hard Rock casino there in 2011, transforming the former Moon Palace Resort into a mega playground for gamblers and vacationers alike.
The Hard Rock Punta Cana casino is huge, covering 45,000 square feet. Since May 2012 it has been overseen by Jess Chavez-Munoz, casino general manager. According to USA Today, the gaming floor now ‘exudes a cool, sophisticated vibe well suited to the well-heeled patrons of Punta Cana’.
The other ‘best Caribbean casinos’ are: Atlantis, Nassau, The Bahamas; Stellaris Casino, Aruba; Casino Royale, Maho, St Maarten; Alhambra, Aruba; and El San Juan, San Juan, Puerto Rico. However from December 2014 there will be a new contender - the Baha Mar, also in Nassau, The Bahamas. This US$3.5 billion resort, developed with Chinese financial support, will offer the region’s largest casino floor at some 100,000 square feet. It may become the largest gambling Caribbean mecca but whether it will offer its patrons the great ambience and sheer excitement generated by the Hard Rock Punta Cana remains to be seen.

As the world watches the standoff between Russia and Ukraine, plans move ahead to establish a gambling zone on the annexed peninsula of Crimea. Russia is not wasting any time to proclaim dominance over the territory with a casino destination set to become a vibrant tourist hotspot.
The idea won swift support from Russian President Vladimir Putin and a draft bill has already made its way to the State Duma, the lower house of Russian parliament. Terms of the bill outline Russia’s fifth special economic zone, with the size and location to be determined by the new Crimean government. Under Russian law, gambling zones cannot be built on government funds; so special tax incentives and favourable business conditions will be used to lure investors.
Crimea is expected to run a deficit of 55 billion rubles (US $1.5bn) this year and could receive $2.8bn in emergency subsidies, which Moscow has said it will cover. However, that obligation comes during an economic downturn in Russia and as the country faces a myriad of Western sanctions. A new gaming sector would be part of an overall economic stimulus plan intended to boost tourism in the region, create new jobs and fuel the local economy.
“As a result of entering Russia, not a single citizen of Crimea should lose anything, they need only to benefit from it,” declared Russian Prime Minister Dmitry Medvedev, who is urging Russian state companies, ministries and private corporations to send their employees to the peninsula for holidays at subsidised airfares. “Citizens need to understand that they’re citizens of a powerful country.”
Crimean authorities proposed the idea originally and are convinced of its commercial success. Crimean Prime Minister Sergey Aksyonov recently expressed his support, professing, “Crimea should have a gambling zone. Now we are looking for a place for it.” Deputy Prime Minister Rustam Temirgaliev told local news agencies that Crimea “stands a good chance of becoming a competitor to such sophisticated territories as Macau, Monaco and Las Vegas.”
At first it was proposed that designated gambling zones should be limited to areas close to 5-star hotels in the city of Sevastopol. However, Russian Deputy Prime Minister Dmitry Kozak believes the zones should be in less densely populated areas and segregated from established resorts. Kozak, who has been tasked by the Russian government to turn Crimea into a special economic zone, also assured that the sector would obey Russia’s current gambling zone laws.
If approved, the plan could come into effect rapidly as Russia looks to assert its power on the international stage. Since Russia and Ukraine outlawed casinos in 2009, an influx of illegal casinos throughout both nations is proof of a potentially substantial market. In fact, the major reason behind closing Russian casinos was that gambling started to spread like wildfire after the collapse of communism.
Russia has setup four designated gambling zones in Krasnodar, Kaliningrad, Altay and Primorsky, however only Azov City, in the coastal Krasnodar region, has opened casinos. The zone’s three casinos brought in 120 million rubles (US $3.9m) in taxes last year and are seeing annual turnover increases of around 30pc. Due to the sheer size of Russia, it is hoped that Crimea would not act as direct competition, but instead bring the gambling spotlight back to the nation.
While the other zones were essentially built from scratch, Crimea is already a popular destination amongst tourists from central parts of Russia. The region has several air- and sea- ports and according to the Regional Development Ministry, hosted about 3 million visitors annually prior to the Russian annexation. The Ministry predicts a casino hub would attract another 600,000 tourists each year and add over 1 billion rubles (US $28m) to state coffers.
Until Ukraine followed Russia’s lead to ban gambling five years ago, effectively making casinos illegal overnight, Crimea contained a fruitful gaming market with more than 250 venues. Crimean authorities had since contemplated reintroducing casinos in the peninsula and submitted a bill to the Ukrainian parliament in 2011, which was overlooked by lawmakers.
But new facilities in the peninsula are not expected to generate an instant windfall, as major infrastructure and transportation links are needed. Two motorways currently exist between Crimea and Ukraine, and Putin has commissioned a new bridge built from Russia. Nestled between the two countries on the northern coast of the Black Sea, Crimea is heavily dependent on tourism and will require time to become a globally recognised gambling region.
Time is also needed for conditions to stabilise before casino developers risk investment. While local Parliament has declared the territory part of Russia and some 95.5pc of Crimean voters have supported joining Russia, the Ukraine, EU, UN and US have all declared the referendum invalid. But as the Crimean spotlight dims, Russia keeps hold of the territory and continues its development plan.
